Alberto Heimler

Chairman of the Working Party No 2, OECD

Alberto Heimler is professor of economics at the Italian School of Government in Rome. He is the Chairman of the Working Party on Competition and Regulation of the Competition Committee of the Organization of Economic Cooperation and Development (OECD) in Paris. He was Counsellor of the Italian Minister for European Affairs, Director for research at the Italian Antirust Authority, a Member of the Steering Group of the International Competition Network (ICN) and Co-chair of a number of ICN working groups. He has been visiting professor at the department of Economics of Luiss University, University of Rome Tor Vergata, Bocconi University and in the School of Law of Haifa University and Tel Aviv University. His academic articles on antitrust enforcement, economic regulation and public procurement have appeared in the leading journals of the field. Professor Heimler is the co-coordinator of the procurement programs at the Italian School of Government and lectures frequently on antitrust, economic regulation, public procurement, public policy both in Italy and abroad.

Meltem BAĞIŞ AKKKAYA

Head of Department, TURKISH COMPETITION AUTHORITY

Mrs. BAGIS AKKAYA is the Head of Department of External Relations and Competition Advocacy. And she has been working for the Turkish Competition Authority (TCA) for 22 years. She has a broad experience in handling merger & acquisition, cartel and abuse of dominance cases. She worked as an Economy Editor in the Turkish Daily News before joining the Authority. After graduating from Ankara University Faculty of Political sciences, she received a master’s degree in European Union Law in University of Essex with distinction. She has been a member of Scientific Committee of Turin School of Regulation (Italy) since 2012 and been teaching competition and regulation and digital economy in the same school. She is also teaching digital economy in Atilim University, Ankara. She has been giving seminars in various international universities on digital economy in the last 10 years and has an extensive knowledge on competition, regulation and platform economy.
